 Our History and Legacy
in Umatilla County

 1862 to Today...

Oregon Republican Party emerged in the 1850s during the national anti-slavery realignment that helped create the Republican Party.   Oregon's GOP was a leading anti slavery party opposed to the proslavery Democrats of the state.  In Oregon, the Republican organization took shape in 1856 and was formally established in 1857 as the “Free State Republican Party of Oregon”.  The party’s early growth was tied to Oregon’s transition from territory to statehood. Republicans held their first state convention in 1859, and in 1860 they helped elect Edward Dickinson Baker as Oregon’s first Republican U.S. Senator, marking the start of a long era of Republican influence in the state.  The Umatilla County GOP  was created on September 27, 1862, from part of Wasco County, during the same Civil War-era period when Oregon Republicans were becoming a major political force.  The county’s history is closely tied to eastern Oregon’s settlement patterns, agricultural development, and the rise of towns like Umatilla and Pendleton.   That matters because Umatilla County became one of the strongest Republican areas in Oregon.  Like much of eastern Oregon, the county has long leaned Republican, and its voters have often given the party a strong advantage in statewide and national elections.

Conservative  stronghold...

Over the decades, we led the post civil war anti slavery movement, consistently championed low taxes, reduced regulation, and strong family values. In 1910, when the Pendleton Round-Up formed, Umatilla County was politically firmly Republican—a rural conservative bastion shaped by agriculture, settlement history, and opposition to Democratic/Southern sympathies. That foundation persisted, challenging Democrats like JFK five decades later.  Our focus on local integrity has empowered generations of leaders to stand firm against overreaching state policies, ensuring Umatilla County remains a place of freedom and opportunity.

By 1960, Umatilla County,  one of eastern Oregon’s Republican strongholds necessitated the Kennedy campaign to stop in the Pendleton area showing Democrats had to campaign directly in rural Republican counties if they wanted to compete in Oregon. The visit sits at the intersection of local county history and the broader story of Oregon’s closely divided 1960 presidential race

  • Influential Republican figures like Henry J. Bean, Jasper W. Johnson, Ninevah Ford, and Stafford Hansell cemented the county long-standing conservative heritage and leadership stability.
  • Record-Breaking Petitions: Achieved historic turnout for the 2025 HB3991 Gas Tax Referendum initiative, demonstrating powerful local mobilization and public support across the region.
  • Grassroots Impact: Championing essential regional movements focused on water rights, resource management, and comprehensive civics programs for all residents.
  • Expanding Influence: Continuously growing our precinct delegate count to ensure representation. By 2026, UCRP held over 80 PCP positions compared to only 9 from the opposition.

The Secretary ensures meticulous record-keeping, manages official correspondence, and coordinates scheduling to keep our party operations organized and efficient.

Ret. Colonel Klaus Hoehna is dedicated to leading and serving our Republican Party with an emphasis on educating citizens about the political process and civic responsibilities and preserving our local heritage and constitutional liberties.

Strength in Numbers - Become a Precinct Committee Person (PCP)

Becoming a PCP of the Umatilla County Republican Party is more than just a title. A precinct committee person is a grassroots leader who bridges the gap between the political party and the voters, ensuring effective communication, voter engagement, and local party organization. Their work is crucial for mobilizing support, representing community interests, and maintaining the party’s presence at the neighborhood level.

You don't have to be a PCP to be involved. Join us in keeping our nation on track! We value your support and your involvement.

Become a PCP

Directly influence local elections and policy through organized grassroots advocacy and community outreach programs.

Become a Volunteer

Connect with like-minded conservatives, local elected officials, and state leaders. Help the local party.

Becoming a PCP is open to any registered Republican (for at least 180 days) in Oregon. Responsibilities include attending monthly meetings and staying active in local efforts. All applicants must be certified by Umatilla County Elections
